| Institutionalisation of pilot innovation approaches into research organisations in Tanzania and Ethiopia |
Institutionalisation of participatory research and innovation system approaches and related organisational change in the national agricultural research systems in Ethiopia (EARO) and Tanzania (DRD) has been a challenge all along. In both countries, the research organisations were helped to set up teams for self-assessment of pilot initiatives in terms of the effectiveness of the organisations’ delivery approaches. These teams, together with PICO as facilitator developed a framework for assessment of effectiveness, analysed the performance and fed it back to senior management. Then implications were drawn and a plan for change in the organisation drawn up on the basis of increasing impact / effectiveness of the organisations. This led to a more structured engagement with senior management as from 2004 towards changing EAROs approach and the internal structures and communication. |
