| Review and Reform of the National Agricultural Research System (NARS) in Uganda |
Under the ‘Plan for Modernisation of Agriculture’ the research system in Uganda was to be reformed alongside the reform of extension.
PICO’s role was as member of the Ugandan Task Force to perform as institutional development consultant and support the task force in developing a new institutional set-up and a reform process. Once the new structure was developed and agreed by the legislators, the National Agric Research Organisation (NARO) asked PICO to facilitate their strategy development process and to developing their staff competence to perform in the new system.
A range of support missions and training/learning workshops was carried out besides direct support to the leadership.
